How Fiji helped shape TaxCore’s Pacific journey


In the South Pacific, where bureaucratic bottlenecks sometimes run on “Fiji time”, at the forefront of this shift is the Fiji Revenue and Customs Service (FRCS), a government agency long responsible for collecting the country’s revenue, now writing a new chapter in tax compliance with the help of Data Tech International (DTI). Together, we’ve built something the country has never seen before, a real-time VAT monitoring system that has already proven its existence.

FRCS is responsible for more than 85% of the government’s revenue. Now, think about that for a moment… most of the roads, hospitals, and public services in Fiji rely on one department’s ability to collect taxes accurately, promptly, and fairly.

Fiji’s Shift to Digital Monitoring

Fiji relied on businesses to self-report VAT. On paper, the system appeared straightforward. In reality, many transactions slipped through. Cash payments went unrecorded, and compliance depended on voluntary accuracy. The result was revenue loss. This is exactly why the country went down the road of digital monitoring.

Tax Revenue Nearly Doubled

In 2020, as Covid-19 slammed borders shut and governments slashed budgets, Amosa’s team at Samoa’s Ministry of Customs and Revenue launched the Tax Invoice Monitoring System (TIMS) built on DTI’s TaxCore. Many doubted whether this could work in a cash-based economy. Today, the numbers tell a tale: revenue collection has nearly doubled.
